Echo Hawk & Olsen is pleased to announce its successful representation of the Manzanita Band of the Kumeyaay Nation in obtaining approval from the Indian Health Service (IHS) for a Public Law 93-638 healthcare program serving Tribal citizens and other eligible patients in San Diego County.
The approval resulted in the execution of the Tribe's Indian Self-Determination and Education Assistance Act (ISDEAA) Contract and Annual Funding Agreement, effective October 1, 2026. Through this agreement, the Tribe will assume responsibility for administering a range of healthcare services under Tribal management, furthering its commitment to self-determination and local control of healthcare delivery.
Echo Hawk & Olsen worked closely with Tribal leadership and Indian Health Service officials throughout the negotiation and approval process, assisting with contract development, service delivery area issues, facility approval requirements, and other federal regulatory matters.
This milestone represents an important step in expanding tribally directed healthcare services and demonstrates the continuing value of Tribal self-governance under the Indian Self-Determination and Education Assistance Act.
